Two hotels in one programme
Eleven Park was to be a mixed-use district on the former Diamond Chain Company site in the southwest quadrant of downtown Indianapolis. The stadium at its centre was designed for 20,000 seats on grass. The Capital Improvement Board of Managers of Marion County is named as owner and operator. Indy Eleven is the tenant. Ground was broken on 31 May 2023, and the estimated cost of the total project is $1 billion.
The hotel programme grew with the plan. In January 2019 the development was unveiled at a $550 million scope. That version carried 20,000 seats, 600 apartments, more than 100,000 square feet of retail, 150,000 square feet of office and a 200-room hotel.
By the September 2023 groundbreaking the district was described with more than 600 apartments, 205,000 square feet of office, over 197,000 square feet of retail and restaurants, a 300-key full-service hotel and a 150-key boutique hotel. The same programme listed a 4,000-seat indoor music and entertainment venue, rooftop bars, river activation, an outdoor stage with free concerts, a children's play zone, a dog park and public art.
That is 450 hotel rooms across two properties.
What the site holds today
Wikipedia records that as of January 2026 construction of the stadium is in doubt following the City of Indianapolis' withdrawal of financial support. The same source dates the break to 25 April 2024, when Mayor Joe Hogsett announced talks with Major League Soccer about an expansion team. Keystone Group and Indy Eleven were not involved in that process, and Keystone Group said the mayoral administration was preparing to walk away from the stadium deal.
Wikipedia's article on Indy Eleven states the club plays at IU Michael A. Carroll Track & Soccer Stadium and that the Eleven Park stadium plans are in doubt.

Where the demand is booked
Downtown Indianapolis ran 64.7 percent occupancy against a U.S. average of 62.4 percent, per the Downtown Indy Alliance snapshot cited by Bradford Allen on 19 March 2026. RevPAR reached $135.20, up 13 percent year over year. Average daily rate reached $209.11, up 12 percent. CoStar recorded 8.1 million room nights of demand in the 12 months ending at mid-year 2025, more than 580,000 above the pre-COVID peak.
The pipeline at mid-year held more than 1,500 rooms under construction, with 3,402 in final planning and 3,220 proposed. The compression is booked against the convention campus. Visit Indy counts 7,100-plus downtown hotel rooms, with 4,700 connected to the Indiana Convention Center by skywalk. Visit Indy lists a 143,500-square-foot centre expansion with a 50,000-square-foot ballroom connecting to an 803-room Signia Hilton Indianapolis, anticipated December 2026.
The obligation on the land
On 22 December 2023, representatives for the Keystone Construction Group announced that human remains had been discovered during excavation on the north end of the site.
The former Greenlawn Cemetery occupied a large portion of the stadium site in the late 19th century. Keystone Group stated it is working with the Indiana Department of Natural Resources to care for any remains found, and pledged that a memorial would form part of the development process.
The city has since designated the Henry Street bridge over the White River near the site as the Greenlawn Memorial Bridge. The name came from the project's Community Advisory Group, which selected it to honour the people buried in Indianapolis' first public cemetery. Crews uncovered 1,709 grave shafts during the bridge excavation.
Build, wait or reposition
