Turner Construction broke ground on 2 World Trade Center on July 9, 2026. The contractor expects to complete the tower in 2031, according to a release from the office of Gov. Kathy Hochul. The tower will rise 55 stories and 1,226 feet at 200 Greenwich Street. It measures roughly 2 million square feet, with capacity for up to 10,000 people across flexible workspaces. Silverstein Properties is the developer, and Foster + Partners designed the building. American Express will occupy the tower as its global headquarters. Officials did not disclose the total project cost.
Set the 2031 completion in the capital plan
The 2031 handover lands five years after the July 2026 groundbreaking. Put the renovation decision and the demand date on the same line of the capital plan. Build the staffing model behind it.
The governor's release lists the fit-out: more than an acre of outdoor space with terraces and gardens, a LEED certification target, and fully electric, energy-efficient building systems. Expect the same documentation requests from your corporate accounts.
Request three documents before you price the account
The release does not disclose the construction workforce, the tower's phasing, or the number of employees who will move to the site. Request those three items in writing from Silverstein Properties and from the tenant's corporate real estate group.
Each answer changes an underwriting line. A construction headcount sets contractor room night demand. A phasing schedule sets the first occupancy month. A relocation count sets the size of the corporate account.
The construction years carry their own room night demand
The project will use only union labor for shell, core and core interior work, per the governor's release. The build runs from the July 2026 groundbreaking to the 2031 completion. Crews travel, and crews need weekday rooms.
Hold a contractor rate for the build window, and hold a small block of extended-stay rooms behind it. A site access agreement with the general contractor gives you the crew arrival pattern ahead of the market.
Price the corporate account on its own line
American Express will run its headquarters at this address, and the account will arrive through a travel program. Ask whether that program negotiates locally or through a global travel management company. Get the answer before you sign a rate agreement that reaches past 2030.
Give the account its own rate line, so the first full occupancy year carries its own number. Set the rate review date two years ahead of the 2031 completion.
Map long-stay demand against the fit-out calendar
Relocation volume, consultant rotations and project team stays all feed extended-stay inventory. Ask Turner for the fit-out calendar, map it against your suite mix, and then decide whether to convert rooms.
Ask the tenant one question: how many weeks a relocating employee will spend in a hotel. The answer sizes the long-stay block, and it decides whether you commit suites or standard rooms.
The timeline to work from
February 2026: American Express tapped Turner as contractor. July 9, 2026: groundbreaking. 2031: expected completion. Height: 1,226 feet. Stories: 55. Floor area: 2 million square feet. Capacity: up to 10,000 people. Project cost: not disclosed.
Kevin O'Toole, chairman of the Port Authority, called the groundbreaking a milestone in the promise to rebuild, restore and remember after 9/11. "A new 2 World Trade Center, overlooking a magnificent memorial and museum and alongside a performing arts center, will strengthen one of our nation's most important centers for commerce, culture and remembrance," he said in the governor's release.
