What Opens at Georgia and Pennsylvania Streets
Boxcar Development LLC broke ground on January 7, 2026 at 230 S. Pennsylvania St. in downtown Indianapolis. The corner is Georgia and Pennsylvania Streets. The former CSX Building stood on the site. Boxcar is an investment group led by Herb Simon and the Simon family.
The Ritz-Carlton Indianapolis occupies a 15-story tower. The hotel opens in early 2028. It is the first Indianapolis hotel under that flag.
Publishers split on the room count. The Live Nation release, Visit Indy, WRTV, TicketNews and Sage Hospitality each report 176 rooms. IBJ's January 8 story reports 170 rooms.
IBJ sizes the suites from 400 to 1,500 sq ft. The Live Nation release counts 30 executive suites, two deluxe or hospitality suites and one Ritz-Carlton suite.
A Full Service Program on a Small Key Count
Eleven thousand five hundred square feet of ballroom and meeting space comes with the hotel. The figure appears in the Live Nation release, WRTV, TicketNews, Sage Hospitality and Visit Indy.
The amenity list covers a fitness center and spa, an outdoor terrace, an upscale restaurant, a lobby bar with restaurant space, a private concierge lounge and a two-level underground parking garage.
Sage Hospitality Group operates the hotel. The Denver company manages more than 60 hotels nationwide and is the only third-party operator of a Ritz-Carlton. IBJ reports that Sage also runs the Ritz-Carlton in downtown Chicago.
Sage chief executive Walter Isenberg put the demand case to Sports Business Journal. "There are certainly some really good hotels in downtown Indy, but there has never been a true luxury hotel in the market," he said. He added that at 70 percent city occupancy his company needs a small share of those guests to want the product.
IBJ records Isenberg saying the hotel will pull at least a portion of its customers from existing hotels, and that the customer is already in Indianapolis. No published document carries a staffing plan, a service ratio or an outlet cover count for the hotel. Those are the numbers to request from Sage.
Event Nights on the Same Block
Live Nation operates a music venue on the same 1.8-acre site. Sports Business Journal reports the venue at 80,000 sq ft. Live Nation leases the building from Boxcar, which owns the hotel as well.
Capacity is 4,000. IBJ reports the general room holds more than 4,000 guests. Fixed seating sits lower and varies by event. Premium seating areas and standing-room space are part of the design.
A third-floor pedestrian bridge links the hotel to Gainbridge Fieldhouse. Sports Business Journal reports that arena hosts roughly 250 events a year. Ticketed Pacers and Fever games and concerts fill part of that calendar. Live Nation projects at least 75 live acts a year at the new venue, and Boxcar expects that count to grow.
The venue employs more than 300 full-time staff at a starting wage of $20 an hour. Live Nation employs more than 2,000 Hoosiers in central Indiana.
The venue opens first. The Live Nation release, Visit Indy, WRTV, TicketNews and Current Publishing give fall 2027. Sports Business Journal gives late 2027. WISH-TV published fall 2026.
Rate Discipline When Demand Arrives in Spikes
IBJ carries the downtown supply arithmetic. About 18 percent of downtown's nearly 8,800 hotel rooms sit in the luxury class. That share reaches about 24 percent once the city's current 2,600-room pipeline completes.
Nearby additions land on the same calendar. IBJ reports the $120 million InterContinental opened on West Market Street in February 2025. The 800-room Signia by Hilton is listed for December 2026 with the Indiana Convention Center expansion.
Two calendars create the spikes. Arena game nights and concert nights put thousands of guests inside a short walk of the hotel entrance. The bridge carries guests between the hotel and the arena through the third floor.
Published material carries no rate floor, no minimum-stay rule and no shoulder-night policy. Compression pricing across 176 keys stays an operator decision, and the documents do not state it.
What the Documents Leave Open
Project cost carries three published figures. IBJ reports a $400 million project. Sports Business Journal reports Boxcar's combined investment above $350 million. WISH-TV reported the preservation commission's approval of a $300 million project in September 2024, when the hotel was planned under the Shinola flag with 170 rooms over 13 stories.
IBJ also records $15.6 million of single-site tax-increment financing, a $25 million forgivable loan from the city and up to $23 million in Indiana Economic Development Corporation loans across three years.
Open items for an operating team: the staffing schedule, service ratios, outlet covers and price points, the venue calendar for 2027 and 2028, door times on show nights, any room-block agreement between the venue and the hotel, and the tenant for the 18,000-square-foot space between the two buildings. Sports Business Journal reports Boxcar's plan for a high-end restaurant there. WISH-TV reports 18,000 sq ft of retail.
