Portal funding moves to engineering; the tunnel award lands in 2027

The San Francisco County Transportation Authority passed $22.5 million for engineering-phase work on The Portal on 15 September 2026. The 40-CT tunnel contract award sits at 11 February 2027 and ready-for-service at 17 November 2036.

The Board Action

The San Francisco County Transportation Authority passed its FY 2026-27 Proposition L allocation on second reading on 15 September 2026. The item sends $22.5 million to the Transbay Joint Powers Authority for engineering-phase work on The Portal, the downtown rail extension. It carries $3.5 million for the authority's own oversight, engagement and work programme.

Engineering activity starts 1 October 2026. The item carries no construction contract, no station opening date and no fit-out award.

Design Status

The Transbay Joint Powers Authority reports the 40-CT Civil and Tunnel package at 30 percent design in its September 2026 status report. The progressive design-build request for proposals went out in December 2025. The authority expects to notify the highest-scoring proposer on 6 November 2026 and to award the contract on 11 February 2027.

AECOM holds contract 23-03 for program management and construction management services, awarded 13 June 2024.

The Dates an Operator Diaries

The published schedule runs project development and engineering from 2024 to 2026. Project delivery begins in 2027. The September 2026 status report keeps a forecast ready-for-service date of 17 November 2036 and a target Full Funding Grant Agreement execution of July 2027.

The project budget is $8.255 billion, built on the 2023 estimate submitted at entry into engineering. The 2025 update puts the revised estimate at $7.572 billion and holds the $683 million difference in unallocated contingency.

Three dates move that schedule: the tunnel award on 11 February 2027, the grant agreement, and the cost estimate update that follows the funding application.

What Changes in the Selling Story

Describe the access a guest uses this year. Caltrain terminates at Fourth and King Streets, over a mile from the transit centre and from the downtown hotel core. A coach, a taxi or a ride-hail vehicle covers the last leg.

Write the rail arrival with the date the agency publishes. A forecast ready-for-service date of November 2036 survives a guest who checks the schedule. An access line that implies a train at the transit centre today does not.

Crew demand arrives with the tunnel contract. Right-of-way appraisal and utility relocation involve small teams. Publish a crew rate when a contractor exists to book it.

What the Finished Stations Carry

The transit centre station fits out a two-level train box already built below ground. The platform level holds six tracks and three centre platforms. A lower concourse one level below ground takes ticketing, waiting areas and leasable retail.

A new station at Fourth and Townsend Streets serves Caltrain commuters. Entrances on Townsend Street lead to a concourse one level down and a platform two levels down, with two tracks, a centre platform and two side platforms.

The authority publishes 1.3 miles of tunnel between the two stations and about 2.2 miles of total construction length. Work runs below grade by cut-and-cover and mined tunnelling under Townsend and Second Streets.

The Demand Case the Agency Publishes

The authority states the extension saves commuters almost an hour a day. It states the finished system connects 11 transit systems. California High-Speed Rail puts the run from the transit centre to the Los Angeles basin under three hours.

Quote those lines with the agency's name attached. The funding item carries no occupancy forecast, no rate forecast and no corridor traffic forecast.

Setting a Review Trigger

Fix three dates in the asset plan. The tunnel award, the grant agreement and the cost estimate update each change what a lender, an owner and a corporate buyer will accept.

Review the sales collateral at each one. The property description, the access paragraph in the group proposal and the booking confirmation each print a terminus a guest can check.
