SFO Terminal 3 Rebuild Adds a Six-Story Lounge Building

Turner Construction leads $2.6 billion of work at SFO Terminal 3 West: 650,000 square feet renovated, 200,000 added and a six-story airline lounge building for early 2028. Airport hotels reset breakfast and evening offers against it.

The build, in figures

Turner Construction Company announced the groundbreaking for the Terminal 3 West Modernization at San Francisco International Airport on 5 September 2024. Turner leads the job as design-builder with Gensler and TEF Design. The construction value is $2.6 billion.

The scope has three parts. Turner renovates 650,000 square feet of the western half of Terminal 3. Turner adds 200,000 square feet of new space. The third part is a new six-story building, which will house airline lounges and operational office space.

SFO's capital improvement programme update, filed with the city in November 2025, puts the Terminal 3 Modernization programme budget at $2.8 billion. That deck cuts its data at August 2025, records the programme as 16 percent complete and gives 2029 as the estimated completion year. The $2.6 billion figure comes from the builder. The $2.8 billion figure comes from the airport's capital plan.

The airport's own Terminal 3 project page puts the new shopping and dining space at 250,000 square feet. The builder and the airport release both give 200,000 square feet of added space.

The volume behind the project: SFO's 2025 facts and figures page reports 54,118,814 passengers, 55 airlines and 7,226 weekly flights, departures and landings.

When each piece opens

Three dates matter to a hotel sales team. The airport release SF-24-31 carries all three.

The expanded section opens in fall 2027. The added 200,000 square feet carries expanded food, beverage and retail concessions, an expanded security checkpoint and a new curbside facade.

The six-story building opens in early 2028. Airline lounges sit in that building.

A renovated check-in lobby at the eastern end of Terminal 3 opens in early 2029. SFO also describes a new security checkpoint on the mezzanine level for AirTrain passengers. The airport release attaches that checkpoint to the project and gives it no separate date.

What a concessions floor does to breakfast

A guest who clears security with two hours to spare reaches the terminal's food and beverage offer without leaving the building. The added 200,000 square feet carries an expanded concessions programme.

Set the hotel breakfast against that offer on three measures. The first measure is the time the guest spends leaving the hotel and returning through security. The second is whether breakfast sits inside the room rate. The third is whether the guest can carry it out.

A guest on a 6am departure has no hour for a seated breakfast. A packaged option at the front desk prices against the concourse, where the guest is already standing.

Price the room rate both ways for the same date. A rate with breakfast and a rate without it give the sales team two numbers to sell against the terminal.

Evening trade

Two guest types eat at the hotel in the evening. The late arrival wants food within an hour of taking the room key. The early departure wants nothing after a set hour.

An expanded concessions floor gives the late arrival a second option inside the terminal. Answer it with convenience: the walk time, the kitchen hours, and whether the kitchen serves the same menu at 10pm that it serves at 7pm.

Write the kitchen closing time on the confirmation. A guest who lands at 11pm reads that line before choosing the hotel.

The guest who never leaves the airport

SFO publishes a list of hotels running courtesy shuttles to the airport, updated on 1 September 2026, and the list names 30 properties. Those hotels sell the same night to the same transit passenger. Each one competes on the transfer and on the hours of the food service.

Grand Hyatt at SFO is the hotel inside the airport boundary on the airport's own amenity listing. It holds 351 soundproof rooms including 22 suites, 11 meeting rooms, more than 14,000 square feet of event space, a restaurant, a bar and Twin Crafts Market, which runs 24 hours. Guests reach it from every terminal by AirTrain or by road.

The 24-hour market is the line item an off-airport hotel has to answer. A guest who lands near midnight and leaves before dawn buys one meal and one coffee. A hotel with a closed kitchen sells neither.

Five items for the operator

Put a date against each terminal milestone in the package copy. Fall 2027, early 2028 and early 2029 are published. A package that sells the terminal offer before fall 2027 has nothing to sell.

Confirm the shuttle stop each quarter. SFO lists the Terminal 3 hotel courtesy shuttle stop on the center island of the Departures/Ticketing Level roadway. Ask the shuttle operator whether that island has moved.

Price breakfast twice, once inside the rate and once as a grab-and-go line.

Write the 24-hour food offer down, including the hours the kitchen actually covers.

Ask the airline partners what lounge access their passengers will hold from early 2028. The answer sets what the hotel's own club room is worth after that date.

Where the record stops

The Turner release names no concession tenant and no lounge operator. The airport capital update gives 2029 as a completion year and does not break it into the three published openings. No source in this file gives a room count for any hotel in the corridor except the Grand Hyatt.

Report those gaps as gaps.
