The Fountain Square Area Drainage Improvements Project has closed parts of Shelby Street since January 2026. The project carries the number SD-32-014.
The city fact sheet puts the estimated construction cost at $14 million. Crews are building a storm sewer trunk line along Shelby Street from Pleasant Run Creek to Woodlawn Avenue.
Three published completion windows
The city's project slides list Phase one from the first quarter of 2026 through the fourth quarter of 2026. The same slides list Phase two from the first quarter of 2032 through the fourth quarter of 2032. The downloadable project fact sheet gives the first phase a longer window, the first quarter of 2026 to the second quarter of 2027.
The Indianapolis Department of Public Works told the IBJ in August 2026 that it is targeting the end of the year. WRTV reported the end of Phase Three in August 2026 after a run from November 2025 through July 2026.
Underwrite the latest published date. The second quarter of 2027 is the furthest end date on the project's own documents. A group date in spring 2027 falls inside the first phase window on the fact sheet.
What the closure does to arrivals
The Fountain Fletcher District Association keeps a weekly project log. Its 21 August 2026 update reports Shelby Street open to traffic between Sanders Street and Pleasant Run Parkway North Drive, with no parking on Shelby Street inside the project limits.
The same update reports the intersection closures at Shelby Street and Morris Street and at Shelby Street and Prospect Street standing. Prospect Street is closed at the Virginia Avenue and Shelby Street intersection, and a driver cannot reach Shelby Street from Prospect Street.
IndyGo closed its Fountain Square, Pleasant Run and Raymond stations to the Red Line. The Red Line serves Route 13 stops on East and Raymond streets, including the stop at Shelby Street and Raymond Street. IndyGo split Route 90 into separate north and south segments from the downtown transit center on 14 June 2026, and some southbound trips run with 40-foot buses.

A hotel at the closed intersection
The Fountain Square Theatre Building stands at 1105 Prospect Street, on the corner of Shelby Street and Prospect Street. The building dates from 1928. It holds the Fountainview Inn, an eleven-room boutique hotel with private baths and kitchenettes, and the Fountain Square Theatre.
That address sits 341 metres from the Fountain Square neighbourhood point in OpenStreetMap. It sits 2,452 metres from the Indiana Convention Center. Both figures are straight-line measurements from OpenStreetMap coordinates.
A hotel at a closed intersection routes every guest arrival onto a detour. Guests reach the door by car on the signed route or on foot from a parking space on a side street.
What the closure costs the businesses on it
The IBJ reported the corridor on 28 August 2026. Nick Detrich, owner of Magdalena at 1127 Shelby Street, put his revenue more than 20 percent below 2025. He reported the sidewalk in front of the restaurant removed for more than a month. He closed the building's side patio because of dust and debris. His staff texts driving, parking and walking directions to every guest with a reservation.
Water came up through Magdalena's dining room floor twice during rain. Detrich reported more than 100 gallons entering in about 30 minutes during the first incident. He put the lost sales from the two incidents at $8,000 to $10,000.
DPW answered in an email to the IBJ. The department wrote that the project was partially constructed at the time and not yet operating at full capacity. It wrote that interim conditions can limit system performance until all components work together. It also recorded that the area received between 3 and 4 inches of rain in a short period.
Lexi Haines, owner of Parkside Public House at 2602 Shelby Street, wrote in a July Facebook post that the restaurant was approaching a financial wall. She said the month before the closure started was her best and the months after were her worst.
Phil Kirk, a landlord for 12 small businesses in Garfield Park, said a business that loses 5 to 15 percent of its regular customer base over a long period can close.
The near south side hotel ring
Straight-line distances from OpenStreetMap coordinates place The Alexander, Autograph Collection at 333 South Delaware Street 1.09 miles from the Fountain Square neighbourhood point, TownePlace Suites at 708 South Meridian Street 1.27 miles, Tru at 601 Russell Avenue 1.29 miles, the Holiday Inn Express and Suites at 410 South Missouri Street 1.66 miles, the Holiday Inn Indianapolis Downtown at 515 South West Street 1.69 miles and Staybridge Suites at 535 South West Street 1.69 miles.
Guests at these properties reach downtown on the same south side grid that the detours use. A closure that pushes traffic to Keystone Avenue adds distance to an arrival that would have crossed Shelby Street.
The 2027 bridge season
INDOT plans to replace the concrete decks on the Virginia Avenue and Fletcher Avenue bridges over Interstates 65 and 70. The agency's project page puts construction in early 2027 and both bridges closing at the same time, with signed detours for vehicles and pedestrians.
The IBJ reported in August 2026 that segments of both avenues will be closed for 24 weeks of 2027 and that the Fletcher Avenue bridge will be closed for 12 weeks. Jordan Yaney, public relations director for INDOT's East Central District, told the IBJ that the agency moved both bridges into one pass after residents asked for the work to finish sooner. The Indianapolis Cultural Trail remains accessible, with a short segment closed and a pedestrian detour across the bridge.
