382 homes start at the 16th Street BART corner
Mission Housing Development Corporation and the Mission Economic Development Agency broke ground on La Maravilla on 23 April 2026. The site covers 1.32 acres at 16th Street, Mission Street and Capp Street. The Mayor's Office of Housing and Community Development addresses the first building at 2970 16th Street.
Three buildings carry the programme to 382 affordable homes on one corner. Phase one stands nine storeys tall and holds 136 homes: 89 studios and 47 one-bedroom units. A 1,500-square-foot behavioral health services centre sits inside the building.
The co-developers call the site one of the largest 100 percent affordable projects in San Francisco. Mission Housing has built affordable housing in the Mission since 1971.
Phase one leases by referral
Every phase-one home reaches a household on the city's homelessness list. The Department of Homelessness and Supportive Housing refers residents through Coordinated Entry, and the April release describes them as adults exiting homelessness. Rent is set at 30 percent of tenant income.
John Stewart Company manages the building. Lutheran Social Services of Northern California runs the on-site services. Mithun and Herman Coliver Locus Architecture designed it.
The two later phases lease through a public lottery on the city's DAHLIA portal. Phase one takes referrals.
The family phases carry the workforce read
Phase two holds 134 family homes on Mission Street: 16 storeys to 149 feet, 1,540 square feet of retail space and 74 bicycle spaces. The mix runs 30 one-bedroom, 60 two-bedroom and 44 three-bedroom units. Phase three holds 112 family homes on Capp Street across nine storeys and 84 feet, with 62 bicycle spaces and a mix of 40 one-bedroom, 40 two-bedroom and 32 three-bedroom units.
Preliminary permits for both phases reached the Planning Department in November 2025. SF YIMBY's read of the filing puts the next construction start as early as July 2027 at about $208 million, and that figure excludes some development costs. The developers' own FAQ gives July 2027 for phase two in its prose and July 2028 in its schedule table. Phase three reads July 2029. The FAQ lists funding for both phases as uncommitted.
On-site parking is not part of the plan. The developers' FAQ records a Walk Score of 100 for the address.
Commute math at the station door
The 16th Street Mission station entrance sits at 2000 Mission Street, on the corner of the site. BART's August 2026 monthly snapshot puts average weekday ridership at 6,679.
Seventeen properties tagged as hotels stand within 0.85 miles of the station on a straight-line measure taken from the station coordinates. Union Hotel at 2030 Mission Street is 65 metres from the entrance. Krishna Hotel is 72 metres. Frances Hotel at 2084 Mission Street is 147 metres. Hotel Sunrise at 447 Valencia Street is 206 metres. Star Hotel at 2176 Mission Street is 325 metres. Hotel Tropica at 663 Valencia Street is 347 metres. Prita Hotel at 2284 Mission Street is 510 metres. El Capitan Hotel at 2361 Mission Street is 654 metres. Four of the seventeen stand inside 0.2 miles.
The construction years on a roster
The developers' timeline page runs site activity from 22 December 2025 to 6 December 2027. Environmental abatement of the existing building ran from 5 January to 5 February 2026. Demolition of the restaurant and market at Capp Street and 16th Street ran from 6 to 27 February 2026. Construction runs from 2 March 2026 to 6 December 2027. Leasing and occupancy begin 7 March 2027.
The general contractor, the Cahill and Guzman joint venture, sets site hours from 7 am to 3 pm. A fenced parcel occupies the station plaza corner for the whole window.
San Francisco Travel's August 2026 forecast puts citywide hotel occupancy near 70 percent for 2026 and near 72 percent for 2027. The same forecast counts 25 million visitors for 2027 and visitor spending above $10 billion.
Four asks for the next budget cycle
Request the construction management plan for the 16th Street frontage from the development team. Request the phase two and phase three lottery windows with their income bands. Request operating headcount at the building once leasing starts. Request room counts and staffing levels at the four hotels inside 0.2 miles of the station entrance.
The site sits inside the Mission District, and a hire who lives south of it keeps the same station and walks around the fence.
