The plan on the Great Highway parcel
Tenderloin Neighborhood Development Corporation has resubmitted preliminary project permits for 1234 Great Highway. The parcel runs between Great Highway and La Playa Street. A Motel 6 trades there today.
The resubmission covers preliminary project permits. The plan puts two eight-storey apartment buildings on the site for low-income seniors. The 199 homes are studios, one-bedroom and two-bedroom apartments, and some are set aside for formerly homeless seniors. A healthcare centre sits inside the development, operated by Self-Help for the Elderly.
Three service lines and their hiring lists
The centre carries nursing care, physical and occupational therapy, and mental health counselling. Each line hires its own staff. Nursing care needs licensed nurses and nursing assistants. Therapy needs therapists and therapy aides. Counselling needs clinicians.
The project file publishes no position count for any of the three lines.
What a hotel on the corridor can weigh
The plan names no wage scale, so the corridor comparison rests on what the two sides publish. TNDC has released no wage range for nursing, therapy or counselling staff. The small lodgings on the same stretch publish no pay range for housekeeping, front desk or food and beverage roles either. A general manager bids for service staff against a care employer whose rates stay unpublished, and both sides start from a blank.
The centre reaches the corridor on the N Judah. The Judah Street and La Playa Street terminus sits about 330 m from the parcel, and the line runs to downtown San Francisco.
The lodgings within reach of the parcel
Seascape Inn at 4340 Judah Street sits 296 m from the parcel. Beach Motel at 4211 Judah Street sits 380 m away. Seal Rock Inn at 545 Point Lobos Avenue sits 1.24 mi away, Ocean Park Motel at 2690 46th Avenue 2.05 mi, and Mirage Inn & Suites at 2600 Sloat Boulevard 2.11 mi. A sweep of the same blocks returned one hostel at 2251 27th Avenue.
The figures are straight-line distances from OpenStreetMap coordinates, read on 17 October 2026 and measured from the parcel's address point.
The financing gap that holds the plan
The project is on hold at an estimated $181 million. The pause began when changes at the federal Department of Housing and Urban Development threatened the financing, and the developers lost a key state grant. Jacob Goldstein, the project manager, wrote that the project remains "on hiatus".
Two changes cleared the entitlement path in the meantime. The city's constraints-reduction ordinance eased the rules for new senior housing, and SB 423 fast-tracks projects in jurisdictions that miss state housing goals. The file also records neighbourhood opposition to the project since its inception.
The vote that restarts the financing
Proposition I on the November 2026 ballot would let the state issue $11.25 billion in bonds for income-qualified housing. Goldstein wrote that TNDC plans to restart the financing process in January 2027 if the measure passes. Construction would run almost two years from a start. The Motel 6 stays open in the interim, and the site keeps its current use.
Three items stay unpublished: a position count for the care centre, a wage scale, and a construction start date.
