FEHGRA held its XXIII Coloquio Tributario Laboral Hotelero Gastronomico on Tuesday 29 September 2026. The federation ran the day at the AHRCC headquarters at Tucuman 1610 in Buenos Aires, and it has published the programme and six of the session papers.
FEHGRA groups Argentina's hotel and gastronomy businesses through its provincial associations. The federation states on its own site that the associations carry more than 84,000 establishments.
Six papers published for download
The download page links presentation files for six of the day's sessions. The set covers local fiscal pressure, the two labour fund papers, the reform in Brazil, competitiveness and costs, and fiscal innocence.
The published labels run 01, 02 A, 02 B, 03, 05 and 07. No file carries the label 04 or 06. The files sit on the federation's own store under a path labelled Politica Tributaria, Coloquios, 2026 and Descargas.
Five blocks announced, seven sessions delivered
The announcement of 24 September 2026 groups the agenda under five blocks: Presion Fiscal Local, Costos y Alivio Patronal, Modernizacion y Fondo Laboral, Perspectiva Regional and Relacion Fisco-Contribuyente.
The account of the day runs seven sessions. FEHGRA separates labour modernisation from the labour fund and publishes them as two blocks.
Who spoke, and on what
Juan Manuel Alvarez Echague spoke on local fiscal pressure, on strategies and limits against municipal rates. Marcelo Santalucia moderated.
Melisa Zolabarrieta and Alexis Billone shared one block on the Fondo de Asistencia Laboral, its regulation, its instruments and its tax treatment. Humberto Plastina moderated.
Alejandro Almarza covered Decreto 814 and the tax strategies that ease employer charges. Juan Chiban moderated.
Claudia Ortiz spoke on the reform in Brazil and the lessons it leaves for the region. Carolina Sacilotto moderated.
Ignacio Bordon and Milagros Gismondi shared the competitiveness block, on regional gaps and a comparative analysis of salaries. FEHGRA publishes no moderator for that block.
Veronica Sanchez spoke on labour modernisation, new contractual forms and flexibility. Edmundo Day moderated.
Sonia Becherman spoke on fiscal innocence and the relationship between the tax authority and the taxpayer. Sergio Freidzon moderated.
The credentials FEHGRA publishes
FEHGRA names nine speakers across the seven blocks. Two blocks carry two speakers each, and the announcement gives the credentials of the panel.
Juan Manuel Alvarez Echague is a director at the Observatorio de Derecho Penal Tributario of the UBA law faculty and a Doctor in Legal Sciences. Veronica Sanchez is a lawyer and a human resources graduate, a lecturer at UBA and UNTREF, and FEHGRA's representative in the Argentine delegation to the International Labour Organization.
Ignacio Bordon is an economist, a business owner and a Master in Finance, listed by FEHGRA as its second vice president. Alejandro Almarza teaches taxes at UBA, sits on the tax master's faculty at UNT and advises ADEBA and FEHGRA. Sonia Becherman teaches Taxes II at UBA's economic sciences faculty and works as a tax adviser and auditor.
Melisa Zolabarrieta works in economic sciences and specialises in taxes. Alexis Billone is the chief executive of IEB FONDOS. Claudia Ortiz is the lead tax partner of Crowe in Argentina. The announcement ends its speaker list with entre otros referentes, so the published names are not the full panel.
The close
German Krivocapich, the Administrador Gubernamental de Ingresos Publicos, spoke at the close.
The colloquium ran under the theme Hoteleria y Gastronomia: el desafio de sostener la actividad, el empleo y la competitividad. FEHGRA publishes no attendance figure and describes the participants as leaders of its Departamento de Politica Tributaria, professionals and business owners from across the country.
